Agents are the customer touch points and service points available in the form of branch offices, collection centres, business correspondents and outlets. Agents accept bill payments through various modes.

Agents may be onboarded either directly by BCOU or by Agent Institutions to offer Bharat Connect services. Agents onboarded by Agent Institutions are also referred to as Sub-Agents.

BCOUs are authorised by RBI, to function in adherence to the standards set by the Bharat Connect Central Unit. While there is a single Bharat Connect Central Unit, there could be multiple BCOUs operating under Bharat Connect. Thus, BCOUs operate under a tiered structure which could be further strengthened through Agent networks and Agent Institutions. BCOUs onboard Billers, Agent Institutions, and aggregators, and set up agent networks and customer touchpoints to handle bill payments through different channels, including self-service, assisted, electronic, and manual modes. BCOUs, by definition, may be banks as well as non-banks.

BCOUs onboard Agent Institutions which may further onboard digital channels or Agents and/or set up customer service points in various regions and locations.

An eligible non-bank/bank entity can set up a BCOU after obtaining an in-principle authorization from RBI under the PSS Act 2007. The BCOU will have to submit an application for authorisation to RBI before applying to the Bharat Connect Central Unit for onboarding.
